This is something that before I made policy on, I wanted to do some research. This is what I have learned. There are no laws providing that a certain amount of products sold in the United States must be made in the United States. There are laws regarding standards for products that the claim it is Made In USA must be adhered to. And these standards are different from State to State. For example, if you bought an American made car that came off the assembly line in Tennessee, it might only have been assembled in the United States, while all the parts could have been made anywhere in the world. While, that same car, if it was made in California, not only would it be assembled in California, every part of it must be made in the United States.
I think California has it right. If it claimed that a car is made in the United States, every part of it must be made in the United States. And that is the way it should be for all products where the claim, "Made In USA," is made. Just making that change would increase manufacturing in the United States. However, that would only affect products already made in the United States. So the effect on the overall economy would be negligible.

This article shows what it takes to comply with made in USA standards. You will see they are rather complex. This needs to be simplified.
So, here is my proposal. We need to make the change that the California standard would be a nationwide standard. That all products claiming to be made in America must be totally made in America. If a car, all parts, and bolts must be made in the United States. That would solve the complexity problem mentioned above.
Part two of my proposal would be that at least half of all products sold in America must be made in America. So, when you go to Wal-Mart, half of everything on their shelves will be totally made in the United States. That is, half of the TVs, telephones, computers, etc. And, when a Foreign made product is sold, before they stock up on more Foreign made products, they must sell all American made products.
Of course, I realize there are products no longer made in America. So, I would ask Congress to establish a compliance timetable in any law that might come from these proposals. For example, for products already made in America, retail outlets would have 90 days to comply. For products no longer made in America, retail outlets will have up to 1 year to comply. That will give manufacturing in America to start up and make products available. And when those products are available, retail outlets must comply. That's why I said "up to 1 year." After that year, half of all products sold in America will be totally made in America.
Also, there has to be a manufacturing compliance time table as well. For example, in auto manufacturing, there might not be American made radios available. In that case, the manufacturer will also have up to 1 year to comply.
I believe these proposals will invigorate manufacturing in America, increasing employment. Jobs Plan 2015, that dealt with regulations and treaties, the private sector economy should be flourishing in a year or 2 after my entire economic package is enacted.
I will admit, there may be some refinements along the way. But, my entire economic package must be enacted for it all to work as well as it should. For example, what if just this Made in USA plan is enacted. It sure would work better than what we have now. But, without lowering taxes and eliminating Federal regulations, American businesses will still struggle to stay in business in a poor economic environment created by high taxes, and overregulation. We also need a sound currency. If we only have a dollar that is only worth the paper it's printed on, anything we do for the economy otherwise will not work very well. So it all works together.
This is something it seems few understand. There are many factors that go into the economy. And they all have to be working well for the economy to be as well as it can be. And I want to see the economy of the United States to be the absolute best in the world. And we are not going to get there if we keep pussyfooting around as we have been. Our economy is being held down by a mountain of poor economic policies. That has to change if we are to fix our economic problems. And we have to fix our economic problems that keep people from being employed in good jobs before we can do something about entitlements. When people have a good paying job, they won't need Food Stamps or Cash Assistance from the Government.
Rescue America would like to see the American people to build a strong economy. Let's hope some candidate somewhere will adapt these sound economic policies. if not we will see a Government that will continue to pussyfoot around with the economy until it collapses. Ultimately, that is the direction we are going.
