RESCUE AMERICA ULTIMATE TAX PLAN

This is based on feedback and my own study of taxation. I am now in favor of totally eliminating the income tax, and repealing the 16th Amendment. Of course, Congress will have to be on board. And by the way, this plan also includes property taxation.
IMPORT SALES TAX
During this campaign, I have listened to and read what people are saying. There were those who preferred a sales tax to an income tax. At the same time, American manufacturers are at a disadvantage to the lower prices for imports. Therefore, I propose an Import Sales Tax. That simply means you will have to pay a Federal sales tax on all imports. Wal-Mart will have to charge a sales tax on everything made in China, or Japan. No Federal Sales Tax on anything made in the United States.
I have not firmly decided on a rate. I'm thinking about 10%. That will depend on the feedback.
REVENUE TAX
This tax is twofold. We will tax the States' revenues at 1%. Since the Federal Government is built from the States up, the States have some obligation to help upkeep of the Federal Government. This concept has been lost, but that is the way it was in the early days of our Constitutional Government.
Next is a 10% tax on revenues on people and companies that have a revenue, not to be confused with an income tax. This is similar to excises or a sales tax, except it is assessed after the sale. For example. Say you go to a store and buy a candy bar for a dollar. After the sale it becomes revenue, and will be subject to this tax. Anyone that has a revenue will pay this tax. Charities will of course will be exempted if they can prove their charitableness. That means most of their revenue must go to their charitable work.
EMPTY COMMODITY CHARGE AND FEE TAX
When you go to a grocery store and buy a candy bar for $1.99, you are getting something for your money. But there are many charges and fees we all encounter we must pay and get nothing for our money. That is an empty commodity charge or fee and will be subject to this tax. An example would be a late fee or charge you receive for not paying your electric bill on time. All that is, is a punitive charge because you haven't paid your bill on time. You may have tried, but you might be going through hardships and just can't pay everything. But the greedy CEO at the electric company getting paid millions of dollars to extract money from you in any way he or she can doesn't care that you are struggling to pay your bills. You are nothing to them but a source of wealth so they get to spend every weekend on their yacht, or doing some other fun thing. They don't care that you have to decide between electric and food. Well I care, and as President, I will ask Congress to pass this tax, and other what I call greed taxes.
Another empty commodity charge or fee is the ATM fee. Those fees are $1.50 and up. What are they for? What do they pay for? In a Wikipedia article I found this statement, "As banks and third parties realized the profit potential, they raised the fees. ATM fees now commonly reach $3.00, and can be as high as $6.00, or even higher in cash-intensive places like bars and casinos." en.wikipedia.org/wiki/ATM_usage_fees
What about interest rates at banks and financial institutions? I have seen them at 25% or more. Where does most of that money go? We all know it lines the pockets of the CEOs. I don't know about you, but I have never seen an interest rate on savings accounts get anywhere close to the interest charged for loans.
ATM fees, interest rates on loans and credit card accounts, mostly feed the greed of the CEOs. Those fees and interest rates need to be subject to a greed tax.
What about the high price of electric, telephone and cable? Where does most of that go except to line the pockets of those CEOs. In the case of Comcast, their customers have been funding the take over of NBC/Universal. Comcast has profits in the billions and has for at least 10 years. Yet, during that time they have often raised their rates. Those profits should be subject to this tax. Unless they can show a profit sharing program, or an intention to improve their services that would use up those profits. You know, Comcast can afford to hire more people to improve customer service. But they have not done that. Instead they have bought NBC. Now, I see reports that they are merging with Time Warner. All on the backs of their customers. This is greed, and should be taxed. And there are many big companies out there doing the very same thing, such as Verizon. Verizon customer service is horrible. So where does their profit go? Profits of big companies like this should be taxed.
Someone will probably say, "but electric, phone and cable are commodities." And that is true. But, I believe the bills get so high, customers no longer pay for the commodity, but pay to line the pockets of the CEOs. And in the case of Comcast to pay for the take over of NBC/Universal. When it gets to the point that you are paying for beyond the services you agreed to, that part of the bill becomes an empty commodity transaction. Unless, Comcast makes a partner in NBC/Universal, they shouldn't be making you pay for it.
Now, what about doctors? Recently, 2 doctors offices told me that if I skipped an appointment I would be charged $20 or $30 respectively. The one told me I could not make an appointment till the $30 is paid. Folks, that is pure greed, and should be taxed.
Greed is one of the ruinations of our society. The exercise of greed is a partial reason there is so much poverty. It makes the rich get richer and the poor get poorer, because often those who are less fortunate have to pay for the greed of the greedy. The more the greedy takes, which includes government, the less there is for everyone else, and that causes poverty. Greedy people don't care who they have to trample on to get what they want. That is why there greed should be taxed. Because, usually, it's the government that has to pick up the pieces for those that have been hurt by the greedy. Greed is not a commodity, therefore greed is an empty commodity charge or fee, and must be subject to this tax.
PROPERTY TAXATION
Through the years, not just the last couple months, listening and reading from a lot of people, I am convinced the two most hated forms of taxation are the income tax and the property tax. While we can certainly do something about the Federal Income Tax the Federal Government does not, that I am aware of, impose a property tax.
As far as I can see there are a few things the Federal Government can do regarding property taxes. We can introduce a Constitutional Amendment prohibiting the States from imposing property taxes. But that might not be feasible. There are States that have property taxes and little else. Only in the most liberal States like California and Pennsylvania do I observe people complaining about property taxation. I have not seen the same complaints from States like Delaware and Rhode Island. And maybe it's because they are small States and do not have the need for a lot of taxation. So, for the Federal Government to work on banning property taxation could put a burden on the smaller States.
However, the U.S. Constitution grants property rights to all citizens of the United States. And I believe Congress could impose to the States Federal guidelines regarding property taxation. Both the 5th and 14th Amendments establishes that no person shall be deprived of property without due process of law. Since we have this Constitutional mandate, there is no reason why Congress can not impose Federal guidelines. Usually due process of law indicates criminality as in the 5th Amendment. But the 14th Amendment has no such condition. So, based on the 14th Amendment, no person shall be deprived of property without due process of law. Therefore, I believe Congress could and perhaps should pass guidelines to the States that whenever any person in a State is to be deprived of property, the State must grant due process of law, meaning they must go to Court to take possession of a person's property. At the same time, those person's must also be granted legal counsel.
Let me explain why legal counsel must be provided by the State. Again, based on the 5th Amendment, deprivation of property is a punishment for criminality. What some States have set up is that failure to pay property taxes is a criminal act, that is, a violation of the law. And in any criminal case, people have the right to legal counsel. I'm not saying States should have to provide someone like Donald Trump with legal counsel. Obviously, he can afford his own attorneys. But, in the case of an elderly woman who lives alone. She's retired. Her husband has passed on, and he always took care of the bills. She's on Social Security. And she's getting a little forgetful. And she's forgetting to pay her property taxes. Someone like that deserves legal counsel provided by the State.
When President, I will ask Congress to send to my desk a bill that will establish Property Rights guidelines, including Property Tax guidelines. I hope those guidelines will include property tax exemption for people like I just described.
CONCLUDING REMARKS
Some will probably wonder if I am ever going to be finished formulating my tax plan. Probably not. You see, when I listen to, or read what others have to say, if it is sound, I incorporate it with my plans. That should tell you I care what others have to say. But, as of now I am rather happy with my economic plans. There are somethings etched in stone, so to speak. We must get back on the Gold and Silver Standard. We must cut the size, scope and cost of the Federal Government. These are things I will not budge on. And if Congress were to send me an unconstitutional budget, it will be vetoed, as with all unconstitutional laws. We simply must get back to the Constitution regarding freedom and economics.
All my economic plans are based on the fact that I care about people. I hope that comes through.
