RESCUE AMERICA PLAN TO REBUILD MANUFACTURING BASE

The American people need jobs, and good paying jobs. That can happen if we rebuild the manufacturing base. Here is the Rescue America plan to do that.
We need to eliminate all OSHA regulations. These regulations add a costly burden to the cost of doing business in the United States. Those regulations should be in the purview of the States. We need to eliminate the Environmental Protection Agency, and all the regulations that go with it. Again, those regulations should be in the purview of the States. True, Constitutionally, the Federal Government has the authority to regulate international and interstate commerce. But those regulations should be few. But the Federal Government does not have the authority to regulate commerce within the States. The few regulations that will be allowed must have a National, or at least multi-State, scope.
We need to stop enacting unfair trade agreements that do nothing but open the U.S. market to other countries creating a trade imbalance, and create loopholes for U.S. companies to move to other countries. And as quickly as possible we need to get out of the unfair trade agreements already enacted. The only trade agreements I would favor are ones that say, "If you want to sell your manufactured goods in the United States, they must be made in the United States." Of course we would have to reciprocate to be fair. That means for all the products being sold in big department stores that come from China, they would have to be made in the United States. China businesses would have to build factories, or use vacant factories here in the United States, and give Americans those jobs. Likewise, if American companies want to sell in China, they must make their products in China. This will help the economies in both Countries. The same would be true for other Countries we have the same trade agreement with. Therefore, the world economy should get better.

We need a law that provides all products claiming to be made in America must be totally made in America. If a car, all parts, and bolts must be made in the United States. There cannot be so much as a bulb made outside of the United States. This law must also provide at least half of all products sold in America must be made in America. So, when you go to Wal-Mart, half of everything on their shelves will be totally made in the United States. That is, half of the TVs, telephones, computers, etc. And, when a Foreign made product is sold, before they stock up on more Foreign made products, they must sell all American made products.
Of course, I realize there are products no longer made in America. So, I would ask Congress to establish a compliance timetable in any law that might come from these proposals. For example, for products already made in America, retail outlets would have 90 days to comply. For products no longer made in America, retail outlets will have up to 1 year to comply. That will give manufacturing in America time to start up and make products available. And when those products are available, retail outlets must comply. That's why I said "up to 1 year." After that year, half of all products sold in America will be totally made in America.
I am in favor of allowing a hemp industry to develop here in the United States. It would boost our sagging economy. Help the family farm. I see no good reason why Congress will not repeal laws preventing a hemp industry. The only reason I can think of is big oil. You see hemp can be used to make fuel. Fuel that can run our cars, and heat our homes. It would give big oil something they really need, competition. And it would give Americans something they really need, jobs. Hemp can be used to make cloth, that can make clothing, and durable clothing as well. They made the first American flags from hemp.

Now what about taxes? Burdensome taxation is a big reason why the manufacturing base has been rather well gutted in this Country. That's why the Rescue America Ultimate Tax Plan calls for the elimination of the income tax. This will give the American people greater spending power, which will increase the demand of goods and services.
American manufacturers are at a disadvantage to the lower prices for imports. Therefore, I propose an Import Sales Tax. That simply means you will have to pay a Federal sales tax on all imports. Wal-Mart will have to charge a sales tax on everything made in China, or Japan. No Federal Sales Tax on anything made in the United States.
Less taxes, less regulation and more sensible trade agreements. This should open the floodgates of employment.

If Congress would take these steps, I believe our manufacturing base will be revitalized. Then anyone who wants a job will have one. This is a large part of fixing the overall economy.
