NEW GOVERNMENT
by Tom Lineaweaver

As some of you may know, I have on occasion advocated abolishing our current Government. The easiest way to do that is to write me in as the next President. Trust me, when I become President, this Government will be abolished. Certainly, eighty percent of the Executive Branch will be abolished.
But, the likelihood of me winning a write in campaign for President is not great. So, if we want to abolish this Government, we will have to do it in another way. Question is, what will the new Government be like?
I already proposed a new Constitution, which you can see here: line2016.freeforums.net/thread/375/proposed-new-constitution But, that is based on three branches of government.
What if we don't want three branches of government? Part of the problem is our Government is too big. What if we want for States to have most of the power? Then, may I suggest a commission form of government? For this I propose the States individually send one person to be a Commissioner. So, we will have a Commission of Fifty. Either those Commissioners could then take care of the day to day operation of the Government. Or, they can hire a manager who would take care of the day to day operation of the Government. Or we the people can still elect a President as we do now, although there will be no need for a Vice President since there won't be a Senate. Under that scenario, the Commission will be a Legislative body, which they would be anyway, just like County Commissions are.
Of course, we will need a new Constitution. We certainly want to maintain our rights, so the First Article must be a Declaration of Rights. Then Article Two would describe the powers of the various parts of Government. Then Article Three would describe the Powers of the States in the New Government.
Since there will be no Supreme Court, the ruling of a State Supreme Court will the end of the process, unless a case involves more than one State. In those cases, the Governors of each involved State shall appoint three Judges to sit in a Supreme Court capacity.
The current Constitution gives the Supreme Court original jurisdiction in some cases. What about them? I submit that either the President, or the Commissioners, or the hired manager can appoint a Judicial Tribunal to handle those cases. But only cases where they have original jurisdiction. They will not be an appellate Court in cases arising from the States. Those issues should be decided by the States.
What about impeachment? I propose that States may do impeachments. For example, what if the State of Texas wanted President Obama impeached. Texas will gather evidence, and propose Articles of Impeachment. The Texas Legislature passes the Articles of Impeachment, the Governor signs them. Then they transmit the Articles of Impeachment to the Fifty States. Upon ratification by Twenty-Six States, President Obama would be impeached. Then the Commission will do a trial like the Senate does today. The State of Texas, being the State of Origin, will send case managers to Washington D.C. to present the case for removal from office. All Fifty Commissioners must be present. To remove an impeached President would take a unanimous vote of the Commissioners. Of course, that assumes we have a President.
Obviously, this idea needs to be refined. But, I think the a Commission form of Government in Washington D.C. with States having a lot more power would be much better than what we have now.
The other solution is write in Thomas D. Lineaweaver for President, and the current Government will be cut down to Constitutional size.
