INTRO: You will see I have the most aggressive plan to eliminate Government waste. There are 15 departments, offices or agencies that will be funded. Any department, agency or office not listed will either be eliminated or merged with a listed department. Some of you may have either heard me mention, or read an article where I wrote about Constitutional Economics. Constitutional Economics is simply an economic system based on the Constitution. We should only be funding our Constitutionally authorized functions and duties. Even though there are some expenses in my economic plan that are not specifically mentioned in the Constitution, but I believe they are within the spirit of the Constitution. For example, Aviation. I am certain if there were planes in the late 1700s, they would have addressed aviation.
There are some things the Constitution states that Congress should provide, such as the defense of the nation. But, there are some things that Congress should promote, not provide. There is a difference. For example, "To promote the progress of science and useful arts, by securing for limited times to authors and inventors the exclusive right to their respective writings and discoveries." Of course, there needs to be someone in Government that will provide this service, but not to fund those writings and inventions. We have no business funding scientific experiments, such as the study of the sex habits of the South American swamp rat. But, if someone discovered the sex habits of the South American swamp rat, the Federal Government may protect that discovery.
Whatever we fund must be of a National scope. That's what I call the spirit of the Constitution. That's why I say we need to regulate aviation. Can you imagine 50 States regulating aviation within their States? A plane can take off in Philadelphia, climb to 25,000 feet as per Pennsylvania State Law. Then when it reaches Ohio air space, it has to go to 20,000 feet. Then when it reaches Indiana air space, it has to go to 35,000 feet as per Indiana State Law. Now, does that make sense?
The Federal Government was initially designed to take care of things of a National scope. As a way for the States to cooperate. But, the Federal Government should not have usurped the authority of the States. The Federal Government has no right or authority to intrude in the inner workings of the States. The Federal Government is limited to issues of a National Scope. All other issues are reserved to the States, or to the people. That's based on the 10th Amendment, which will be restored by my Administration.
There is much debate at times about spending. I gave you the principles of Constitutional Spending. Everything else is up to the States.
Here is a list of the Departments, Agencies and Offices that we should be funding.
1. The State Department
2. The Defense Department
3. The Commerce Department
4. Bureau of Naturalization
5. The Transportation Department (limited)
6. Bureau of the Census (limited)
7. Copyright & Patent Offices
8. The Federal Court System
9. The Justice Department
10. The Treasury Department
11. The District of Columbia
12. Department of Treaty Enforcement
13. Congress
14. Social Security and Aid to the Poor
15. The Postal Service
You may ask if Social Security and Aid to the Poor are Constitutional. Not really. But, it would be inhumane to just yank people off programs they are depending on. That's why I have a plan to wean the United States off these programs.
People should have the option to opt out of Social Security. If they take that option, they will no longer pay the Social Security tax, nor will they ever receive Social Security benefits. Besides, a younger worker could opt for their own retirement package, such as a 401 K. You can work with your bank or other financial institution, including insurance companies to have custom retirement plans. In this day and age, Social Security is not really necessary. There are other options, and the American people should have the right to use those other options.
How will we fund Social Security benefits of those that do not opt out? Fair question. The way they are being funded now, through the General Fund. There is no Social Security Trust Fund. Social Security is being funded by a note. The Federal Government has taken every penny from Social Security and unwisely spent it all.
We will not accept new applications for Housing Assistance, or Food Stamps. Eventually those programs will come to an end. We will not remove any current recipient. But we will not accept any new recipients.
However, there is one group of people that the Federal Government should always take care of. The Veterans. Whether it be in retirement, housing or food. So, aid to the poor will not go away, it will just be limited to our veterans and their immediate families.
